I ask myself why it is bad for Tajikistan to do the same? Why not? The negative attitude of Tashkent is a very private thing of it. If Uzbakistan needs more water, why not to by it in kind and in virtuall (fruits and vegetables from Tajikistan) like for instance Izrael does. Uzbekistan has one of the leading position for its gas resource in the area, and obviousely earns much of foreign currency. There is no reason for Uzbak government to worry so much. Seems to me it is very fair situation for both Tajikistan and Uzbakistan.
