Russia always used bullying methods, for example it grabbed these facilities and projects in exchange of Tajikistan's debt to its so-called "strategic partner" worth 250 million dolars. It is not clear where this money is spent. It probably was spent on war which was enflamed by Russia itself. And despite the fact that Tajikistan came out of war just recently, this strategic partner grabbed her property with no shame. If compared, USA's humanitarian assistance over the last ten years is really more than 300 million. Russia never assisted Tajikistan and never granted anything, it only grabed and grabbed! There might be some agenda behind its 2 million dollars to WFP, It will be probably added to Tajikistan's debt to Russia. And until now it has not tried to anchor its influence in its former colonies with development cooperation like the English and French do.
