Explosions: who is the target?
On Saturday all the world information agencies reported on explosions in Dushanbe outside Tajikistan’s Supreme Court, which is located in the protected area. The explosions did not injure anyone but smashed the windows of the nearby buildings. It was probably the third fact in the series of explosions near the administrative buildings which took place in Dushanbe in last three years. First, it was the Ministry of Emergency in 2005. Last year three explosions occurred in the capital but no one was hurt.
This time two explosive devices (rus), with explosion yield equal to 200 grams of TNT, were set near the building of Supreme Court and detonated one after other in few seconds. The representatives of law enforcement bodies after the preliminary investigation reported that no one was injured. It turned out that no one was injured because the explosive devices were not stuffed with strike parts thus the blast wave damaged only widows of the Supreme Court and the nearby buildings.
Explosions disturbed the peaceful life of the Tajik capital right before the 10th anniversary of signing peaceful accord between the United Tajik opposition and the government which ended the devastating Civil War in the country. While officials classify these explosions as a terrorist act and try to find out who is guilty, the experts have already linked it to the upcoming holiday. Tajik authorities say that the aim of this terrorist act was to intimidate the population, but the experts say that it was rather to scare the government.
“The explosions near the Supreme Court were addressed to the current government and it proves that [political] tension(rus) in Tajik society is still present. Probably it is gesture of disaccord with politicized judicial proceedings in the country or attempt to destabilize the situation against this factor”, says Sadriddin Rahimov, independent political scientist in interview for “Avesta”.

Like in Kyrgyzstan, this kind of mysterious explosions seem to happen every once in a while, e.g.: close ot the MChS in Dushanbe in January 2005 (http://www.eurasianet.org/departments/insight/articles/eav013105.shtml); again near the MChS and Amonatabank in June 2005 (http://iwpr.net/?p=rca&s=f&o=244105&apc_state=henirca2005) and then, in June 2006, 3 explosions “in front of the Iranian embassy and also just 100 metres from Tajikistan’s parliament (…) close to the offices of the Charity Fund run by the opposition Islamic Rebirth Party (…) near the Constitutional Court and the Kainak business centre.” (http://iwpr.net/?p=rca&s=f&o=321788&apc_state=henirca2006).
Every time there is the same muttering about who’s behind it yet I think there’s a lot of truth in this thesis, taken from one of the wires above:
“Kabirov now believes that this is the best explanation for the two attacks, “Taking all the circumstances of both explosions into account, it is clear that the terrorist acts are part of a conflict in the sphere of business interests rather than politically-motivated.“
Of course, some are as quick asthey are keen to politicise it, blaming (tatatataaa) ‘the Hizb ut Tahrir’,'the IMU’ and what all. But it’s all thin and amateuristic as hell.
