		<description>The harrassment and assault of foreign students, in my experience, is an old habit of the Moscow police.  Back in 1993, several friends from Uganda studying at the University of People's Friendship spoke of simalar incidents.  Detainment and a few hits with the "pozhaulsta" stick was an all too common part of their Moscow experience.  The suspicion of being drunk in public was enough to warrant such treatment.</description>
