		<description>Running water has indeed returned to some places but most frozen pipes have yet to thaw.  With subfreezing weather due back next week, it may be quite some time before that luxury is restored.

Will a few days' thaw be enough to fill the reservoirs back to where generating capacity can come close to meeting needs?  Let us hope!</description>
